Issuance by the Halal product certification body LLC "NORTH CAUCASUS HALAL CERTIFICATION CENTER" (hereinafter, the CB) of a Halal certificate of conformity is accompanied by signing a bilateral Halal certification agreement in the prescribed form, which specifies the conditions for using the "Halal" conformity mark by certified applicants. Through the signed bilateral Halal certification agreement, the CB requires the certified applicant to comply with Halal certification requirements, including when referring to the Halal certificate of conformity and the "Halal" conformity mark in documents, brochures, advertising booklets, and other information media, as well as product requirements, including implementation of corresponding changes communicated by the CB.
Within the framework of this Halal certification agreement, the certified applicant (certificate holder), in particular, shall: — ensure the stability of Halal product manufacturing processes; — ensure continuous compliance with certification requirements, including implementing relevant changes upon notification from the Halal certification body; — ensure that certified products comply with the standard for which the Halal certificate of conformity was issued; — apply the "Halal" conformity mark; — make claims regarding Halal certification in accordance with the scope of Halal certification; — pay all expenses related to surveillance control; — take measures regarding complaints related to compliance with Halal certification requirements and eliminate product deficiencies affecting compliance with certification requirements; — immediately inform the CB of all changes affecting Halal certification, including changes in legal, commercial, organizational status or ownership form; changes in organization and management; changes in production processes, contact details, and production location; — use the Halal certificate of conformity according to the rules of its use and strictly within the scope for which it was obtained; — eliminate nonconformities identified during surveillance within no more than 60 days; — comply with CB requirements when referencing certification status in communication media (Internet, brochures, advertising materials, etc.); — not make misleading statements regarding Halal certification; — after suspension, cancellation, or termination of certification, stop using all advertising materials referencing certification and take measures required by the certification scheme; — make changes to all sources in case of reduction of the certificate scope; — provide copies of certification documents in full or in the manner specified by the certification scheme; — comply with certification scheme requirements regarding the use of the "Halal" conformity mark and product information; — not use product certification in a way that may damage the CB's reputation.
Issuance of the Halal certificate by the certification body is also accompanied by obligations of the certificate holder during periodic assessment: — ensure stable functioning of the Halal system; — ensure compliance with certification requirements, including implementing relevant changes upon CB notification; — apply the Halal mark; — pay all expenses related to periodic assessment; — take measures regarding complaints and product deficiencies affecting compliance with certification requirements; — immediately inform the CB of all changes in documented Halal system information that may affect the system's ability to continue meeting the standard requirements; — in case of significant changes (legal or organizational status, changes in management, changes in products or production methods, change of production location, etc.) immediately notify the CB; — eliminate nonconformities identified during periodic assessment within no more than 60 days; — comply with rules for application and limitations of use of the Halal certificate.
Failure to fulfill obligations established in the certification agreement may lead to suspension, withdrawal, or termination of the Halal certificate of conformity, as well as requirements for corrective actions and other measures provided by the certification scheme and applicable law. The certified applicant shall cooperate with the CB and comply with all prescribed procedures aimed at maintaining the credibility and reliability of Halal certification.
